Hon’ble Prime Minister,
1.  The grandiose announcement by the Govt that One Rank One Pension has been approved by the Cabinet was met with lot relief by the Ex servicemen who have been agitating for its acceptance for more than 30 years.  However, this sense of relief was short lived as the details of the decision unfolded and our fears brought before you vide our letter dated 18 Jul 2012 became a reality (Copy of the letter enclosed).  What has been given, albeit grudgingly, does not even meet the provision of the Armed Forces Tribunal Judgements in favour the Defence Personnel which is  effective from 01.01.2006. This decision is from a prospective date.
2.   Sir, OROP even at the risk of repetition, is “Defence Personnel with the same rank and same length of service must draw the same pension irrespective of the date of retirement and any future enhancement would be automatically granted to them”.  This also means that no senior defence person should ever draw pension less than his junior. Sir, It further means “Removal of the Gap”and not Bridging the Gap.  To illustrate, a Sepoy, Naik and Havlidar have been given an increase of only Rs 400 per month, whereas a Sepoy who retired on 31.01.2012 draws approx Rs 4000/- more than those retired prior to 2006.  Similarly, major disparity still exists in the officer ranks. This, we feel, is primarily due to non inclusion of members from Defence Personnel in the committee headed by the Cabinet Secretary, a request which the three Chiefs made to the Raksha Mantri but was not accepted. 
3.   Sir, the Ex servicemen expect the Govt to do Justice to them. This announcement has further disillusioned the Ex Servicemen fraternity who have decided to intensify their protest in a dignified manner on All India basis.

The strangest thing is while there's this hope amongst ESMs that the disparities across decades and several CPCs would somehow be rationalised, the powers that be have not addressed a disparity in pensions separated by a mere month for the same class of Officers, with equivalent service and within the span of the same pay-commission as pointed out here

  3. It is not understood why the entire English print and TV media are projecting the "One Rank One Pension" having been implemented. This is pure misinformation by the corrupt media who are always hand-inglove with the power brokers of Dilli.

    Further, despite the world having moveed far enough with the rise of Facebook, Twitter and domain expertise , IT IS NOT YET UNDERSTOOD WHY ALL MATTERS PERTAINING TO THE ARMED FORCES OF INDIA HAVE TO BE UNDERTAKEN BY BUREAUCRATS WHOOSE ONLY CLAIM TO BEING INTELLIGENT IS HAVING PASSED A BORING ENTRANCE TEST. THE BUREAUCRATS ARE TOTALLY OUT OF SYNC WITH TODAYS WORLD AND THEIR SKULL DUGGERY AND TOM FOOLERY WILL NOT LONGER WORK!"

    All over the world, experts are appointed to do a piece of work, electrical enginners do their bit of work and economits like the Chief Economic Advisor to India, Mr. Raghuraman are hired by the people of India (through the their representative "The Government of India" to handle our ecenomy better.

    In the HR (Human Resources) world and the Indian Armed Forces theri are domain specialists who rpecisely know the issues of "One Rank One Pension" and yet they are systematically sidetracked. All these years.

    Compare that with our masters who get themselves employed by the People of India (through a foggy elections of course!) and grant themesleves life-time pensions with a few days of work. Compae that to that of a soldier ( who is not less than a sandhu or a faqir who dedicates his life for a the quisling fools to get a few bread crumbs at the end of his service tenure - which is a long one - compounded by the fact that he has to leave early at a relatively young age and becomes a useless commodity to a heartless society that is India.

    But in this Hindoostan the Indian Armed Forces have been a gift by the Britishers and to preserve this last bastion the current crop of Chandra Gupta Mauryas and Chankyas (Kautilyas ) of Dilli have to take a stock - whether to go the road the Nandas of Magadh took or something similar to the era of of the Mauryas in Patliputra many eons back. They should read Arthashashtra ( the ancient book by Chanakya and followed as the standard read for many countries around the aworld and India's adversaries as well) first before attempting anything else like modern day economic juggling as a means to fool the people.

    One hopes that the world media and the British media to take notice of this. Their is a book "An Indian Summer" written by an Oxford historian by the name of Alexa Von Tuzelmann. Read that and see todays India in that context.

    1. THE ONE RANK ONE PAY ANNOUNCEMENT IS A MISLEADING & IS INCORRECT , THE BABUS HAVE AGAIN PLAYED THE TRICK. IT IS A MODIFIED PARITY
    2. A CAT CASE Cat case pre-2006 WHICH HAS BEEN CLEARED BY SC ,
    BUT GOVT HAS GONE FOR APPEAL .Case W.P. 1535/2012 Reg: Appeal against Judgment of CAT Delhi (in OA 655-2010) reg. Modified Parity for Pre-2006 Pensioners, came up before a new Bench (of Hon'ble Justice Badar Durrez Ahmad and Hon’ble Justice Siddharth Mridul) at item. 13) in Delhi High Court on 17.7.2012[It was adjourned for hearing on 29th November, 2012.
    THIS CASE LIKE RANK PAY IS ALMOST CLEAR. BABUS WILL NOT DELAY AT ALL AS IT IS BENEFICIAL TO THEM & IT WILL BE APPLICABLE TO ARMED FORCES TOO,BEING AN ANOMALY[ THIS IS AS GOOD AS OROP] NO PROBLEM OF MONEY OR WORK LOAD WILL BE POSED BY BABUS BECAUSE IT EFFECTS THEM.
    3.SO IN ANY CASE WE WILL BE BENEFITED, BUT YOU & YOUR GOVT+PARTY WILL LOOSE ITS CREDIT THAN IT WILL BE TOO LATE.[SERVICE + PENSIONER WILL BE BENEFITED DUE TO WRONG FITMENT OF PAY SCALE]
    4..ARMY COMES TO RESCUE OF CIVIL AUTHORITY[IAS/IPS ] ON THEIR FAILURE IN NAME OF AID TO CIVIL POWER.
    5.THE ARMED FORCES WERE PAID HIGHER PAY & PENSION [PENSION USED TO BE 75 % OF PAY, AS APPLICABLE IN OTHER COUNTRIES] NOW THE PENSION HAS BEEN REDUCED TO 50%.
    6.However, this was arbitrarily and without any justification changed by 3rd CPC in 1973.
    7.The RAJYA SABHA Committee opined that the Govt has TAKEN an ill considered decision,.Ex Servicemen Discontent is Disturbing . legitimate and fair demand of OROP be accepted..Rajya Sabha Petition Committee strongly recommended its sanction and implementation OF OROP.cotd>

    IS UNDER SECRETARY ABOVE ALL THE AUTHORITIES & GOVT WHO HAVE ACCEPTED ,OROP, SUCH A PERSON SHOULD BE PUNISHED & SENT HOME.
    HE IS SOWING SEEDS OF DISCONTENTMENT IN FORCES.
    FORCES DO NOT HAVE UNIONS ,BUT NO WHERE IN THE WORLD UNDER PAID ARMIES HAVE WON.     D] EVEN THEN NEITHER OROP HAS BEEN GIVEN NOR PAY REVISION OF 6 th CPC HAS BEEN DONE,. ASTONISHINGLY EVEN NFU STATUS FOR TIME SCALE HAS NOT BEEN GIVEN. TO DAY ARMY IS LOWEST PAID & AT ABNORMALLY LOW STATUS. WITH MORALE IN BOOTS NO ARMY CAN WIN,BUT HOW DOES EFFECT THESE BABUS.
    9.The Defence Personnel have suffered thrice over[THREE PAY COMMISSIONS ERODED THEIR PAY/PENSION/STATUS ]; The pension of Defence highest rank has increased only 45 times, that of civilian highest rank it has increased 108 times). THE COL[SELECTION]/BRIG GOT MERE INCREASE OF 30 TIMES.There is just no justification for the same.
    10.IN IAS/IPS & CLASS -I OFFICER ARE DRAWING the pay of Addl Secretary Lt Gen(GP Rs 12000/- in 32 yrs of service by virtue of their service being Organised Gp A Service.

    Colonel has been equated with Non-Functional Selection Grade (NFSG). The rank of a DIG who was till date between a Lt Colonel and a Colonel is now officially equal to a Brigadier. Both are now on a Grade Pay of Rs 8900.

    [IT IS WORTH MENTIONING THAT POLICE HAS GONE ONE RANK UP ALREADY DURING COAS MALHOTRA TIME. HE DID HIS BEST TO REVERSE POLICE ACTION, BUT COULD NOT DO SO & DID NOT UPGRADE RANK OF HIS FORCES.NOW FURTHER DEGRADATION & MOD/ARMY IS NOT REACTING
    TO-DAY BRIG EQUAL IS TO ONLY DIG[ WHO IS JUNIOR TO COL] IN INTER-SE SENIORITY
    SO COL HAS NOW BECOME JUNIOR TO DIG , COMMAND & CONTROL STRUCTURE WILL RUPTURE IN AID TO CIVIL POWER/RR/ BORDER ROADS EXTRA DIFFERENCE OF PAY SCALE OF COL[S] VS LT COL [TS/S] WIIL BE COL LTS] =59400-58090=1310- INCOME TAX @20%+CESS 3%=RS .777/

  8. One Rank One Pension’: Why the BJP supports Ex-Servicemen’s demand

    1. The ‘One Rank One Pension’ issue has been raised before both the V and VI pay commissions.

    2. The issue is about the considerable disparity in pension between pensioners that retired pre 1996, between 1996-2006 and post 2006.

    3. The tying up of pensions with the last drawn pay is applied universally to both civilian and defence personnel.

    4. Since the pay scales were revised by the V and VI pay commissions, the tie up with the last drawn pay had widened the disparity in pensions (as referred in the note)

    5. But for the senior officers in both the Officers cadre (e.g. Lt. General) and PBOR (Personnel Below Officers Rank) cadre (e.g. Honorary Captain), the pensions are based on rank and not on the last drawn pay.

    6. The V pay commission, in 1996, has recommended parity in pension between pre and post 1986 pensioners. This was a follow up to the KP Singh Deo report in 1984 and a One Time Increase in 1992 towards bringing parity in pensions. But the V pay commission’s recommendations on the pension of ‘post 1996’ retirees, was still tied to the last drawn pay.

    7. The V pay commission has also made provisions for neutralization of price rise.

    8. The VI pay commission has given a ‘fitment benefit’ to all retired employees, both civilian and defense, to partially compensate for the disparities in the pre 2006 and post 2006 retirees.

    9. Also in order to compensate for the reduced employment of defence personnel period a ‘year weightage’ is included in calculation of benefits.

    10. Due to the widening disparity, the note asks for pay to be not tied to the last drawn pay but to the rank thereby making all future increases applicable to existing pensioners also.

    11. It is a highly emotive issue, since the soldiers retain their titles post retirement and the financial benefits accruing to them is determined by the retirement date.

    12. Fiscal outlay for implementing the ‘One Rank One Pension’ is going to be modest -- only in the order of Rs.1500 crores.
    Considering the fact that the soldiers serve the best years of their lives in defense of the country in life threatening environments and retiring early, the ‘One Rank One Pension’ demand deserves to be implemented in an expedient way to honor our soldiers. A future BJP-led government, if elected, will implement this demand without any delay.

  9. Yes Honorary Commissioned Officers are covered in the govt orders extract as follows:
    "II. Enhancement of Family Pension :

    (i) The pension of pre - 1.1.2006 family pensioners(Commissioned Officers, Honorary Commissioned Officers, JCOs/ORs ) be stepped up based on the minimum of the fitment table instead of the minimum of the Pay Band;........"

    I am ex Sub Maj/Hony Lt Pankaj jain retired on 30 Apr 2012. I was granted Hy Lt rank after retirement. May I request you that Hony rank of Lt granted after retirement may also be considered under OROP like Hony Nb Sub is granted financial benefits. No monetary benefit is accorded , who gets Hony Lt rank from Sub Maj after retirement, only CSD facilities are extended of Lt, which has got no value until finanacial benefits is accorded.

    May I request you to be kind enough to confirm me weather above point of Hy Lt after retirement is being considered or otherwise. I am very anxious and humble request you to please confirm. My mail address
