In a major victory for ex-servicemen, the government has set
aside Rs. 2,300 crore to implement the one-rank-one-pension (OROP)
demand that has been pending for years. This has been a major irritant between
the armed forces and the bureaucracy.
In
recognition of this demand, the Prime Minister in his Independence Day address
this year, had announced OROP, apart from several other measures. The
Union Cabinet secretary Ajit K Seth was put in charge of a committee that has
submitted its report, though after more than a month's delay. OROP implies that servicemen of the same rank and
same period of service should get the same pension, irrespective of when they
retired. It also means that as and when pension is enhanced, the benefit will
also be passed on to those who have retired earlier.

In what comes as a bonanza for the ex-servicemen, the Cabinet on Monday
approved the long pending One Rank One Pension. The Cabinet okayed a package of
Rs 2300 crore for One Rank One Pension.
The armed forces have been agitating for a One Rank One Pension scheme
for quite long. According to the scheme, every ex-serviceman will be eligible
for the same pension at his rank, regardless of when he joined or retired.
The cabinet has also cleared dearness allowance (DA) by 7 per cent for
all central government employees. Reports indicate the new dearness allowance
will now come up to 72 per cent of basic pay, and is expected to cost the
exchequer more than Rs 5000 crore.
Notably, Prime Minister Manmohan Singh had during his speech on the
Independence Day mentioned about the One Rank One Pension scheme.
