DEPOSIT OF MEDALS BY EX-SERVICEMEN:

INORDINATE DELAY IN THE IMPLEMENTATION OF OROP SANCTIONED SEVEN MONTHS AGO

Hon’ble President,

Jai Hind!!

1. Your erstwhile soldiers are anguished due to inordinate delay in the Implementation of One Rank One Pension (OROP).

2. You are aware that OROP, the most genuine demand of Defence fraternity was finally sanctioned by UPA 2 on 17^th Feb 2014 after a protracted representation by the Service HQs and the retired Defence Fraternity. The same was included as Priority action by you during your address to both houses of Parliament on the formation of new Govt in May 2014.

3. However, seven months have passed after its sanction, but its implementation has not been carried out. The Prime Minister has, on numerous occasions assured the Defence Fraternity that their long outstanding demand of OROP will be implemented. The PM and the RM have also stated that the required funds will be made available. In spite of all these assurances, implementation of OROP has not seen the light of the day.

4. In order to express our aguish, the ESM of India have decided to recommence their Protest Movement from 03 to 16 Dec 2014 at Jantar-Mantar New Delhi, coinciding with the start and end of 1971 War with Pakistan.

5. The ESM have already deposited 22000 Gallantry Medals with your Excellency the Supreme Commander. More medals are voluntarily being deposited with Indian Ex Servicemen Movement (IESM), an All India Organization working for the Welfare of Defence Fraternity. We would like to deposit these Gallantry medals with the Hon’ble President and Supreme Commander of the Armed Forces on 16 Dec 2014 at 12 Noon. May we request your Excellency to kindly accept these Gallantry Medals of your erstwhile soldiers as a mark of protest of the inordinate delay in the implementation of OROP? We will take back these medals along with the ones deposited earlier once the OROP has been implemented.
