As you are aware, the present circumstances in Bhaarat are making everyone money hungry. Since people joining Armed Forces are from this 'population' only, their basic traits cannot be very different from the general public. To that extent your pointing out the 'corruption in Armed Forces' is justifiable. But you must note that considering all organizations in Bhaarat today, this is the least corrupt.
.
Your reference to Human Rights violation etc, in connection with Armed Forces is not right. Please remember that, that area has been placed under Army Rule since civilian efforts (use of Police, Provincial as well as Central Armed Constabulary Etc) were found ineffective. The armed Forces have been trained to economise on weapon system expenses/use. Since the agitators in the 'army rule area' have gone beyond civil control, they cannot be considered to have, Human Rights. In case in that condition, Army behaves like civilian forces, the result is not likely to be any better and as a result Army's fear in agitators' minds will also vanish. You can't deploy army and ask them to function like police. This is not their proper utility. Best thing is, do not deploy Army where human rights are needed to be observed like in internal strife. Army is meant to control Enemy coming inside. Once we deploy Army to control (internal) agitators (because they could not be controlled by Civilian efforts) we must provide them protection against human rights violation etc. Then only they can function effectively and without losing their morale. That was the reason AFPOSA or Special Act provision has been made. In case Army has to be deployed in internal strife, this provision cannot be excused.
.
The cases being mentioned from J & K and/or Manipur are more strange where agitation is going on to remove the AFPOSA from these areas. The fact of the case is that in these areas rarely Army is deployed. Army is only in border areas. Only Central Reserve Police or even BSF are deployed. If anything untowards happens, the media publishes as a violation by Army. Army actually is not involved at all. People or public is unaware about this fact and therefore shrill condemnation of our Armed Forces start unnecessarily. Moreover whether the Force is civilian or from Defence, the ranks as well as nomenclature 'Jawan' is common, therefore such misunderstanding gets concretised.
.
I always feel that intelligent people like our knowledgebale persons must try and dispel such wrong ideas from minds of the public by understanding and explaning the correct position. Also note that Army people have no direct contact (except very small percentage, may be) with civilian public, so their sphere of activity is restricted. Therefore also they do get less chance even to do any hanky-panky even if some wish. Moreover Army has got a very fast and strict system to find and treat such incidences whenever they do take place.
.
Please note tha in Bharat currently Armed Forces is the only patriotic and least corrupt Organization.
.
This has been written mainly to remove any doubt in thinking public (like our members) minds.

The report does not show much new as every one knows about rampant corruption in country and in world general. There is failure of democratic institutions and processes in world. See how USA is after life of Julian Assange to make his mouth shut.

But one thing I did not like people putting military as the least affected by corruption. This perception may be due to lack of direct public contact.
.
Army role is being criticized by human rights organisations and local people in J&K and in Far east states.
.
The Military has been traditionally abusing the respect people have for them and the clause of defense account secrecy. Right from top global resourcing to local level purchases military in India is one of the corrupt and wasteful institutions. Despite having been paid huge salaries now and life long benefits of pensions and free rations etc, special quotas everywhere the armed forces are full of corruption and even theft of army property like diesel, petrol, misuse of army vehicles, theft of tents and so on.Not only this the going rate for army purchases varies anywhere from 20% to 40% as told by many traders associated with army supplies. It may not be true for all officers but exists for many right upto ministry level.
.
On top of that extravaganza of army is totally out of sync with poor country. The lavishness of army messes and buildings, the orderlies provided to senior officers, palatial furnishings and meaningless shifting put immense burden on poor economy like India. But no one questions. And the last point there are so many guys in military involved in espionage for other countries and are exposed regularly. There is huge frustration and politics and harassment in army. I have been interacting with so many officers of Major and Lt Colonel level at avrious places like Chandigarh, Delhi, Nagpur and Ahmedabad etc and clearly saw immense frustration. Nothing comes out in public as army officers intimidate the ranks and have immense powers to victimise junior officers.
.
Due to attachment of role of Military directly with patriotism and aggression we consider sacrifices by army very high. But there have been many officers who never saw any war. Every one serves the country in society. A bus driver who drives bus in hilly terrains in a foggy morning in cold winters having life of 60 people at his command. The bus falls and he dies on duty. The workers who handle molten steel in factories in very hot environment, the policeman who battle with terrorists and criminals, the engineers who climb up tall installations and buildings and so on. Every one serves society and many jobs are even more hazardous then army men. Lacs of workers silently suffer and die slowly in rubber factories, explosives factories, coal mines and sand paper making factories and so on. Dont they serve their country? Every day hundreds of workers are maimed or die in india from hazardous working.
.
It is time we not only modernise the armed forces but thoroughly reform them and optimise operational costs. Human resource angle in army has to be improved without sacrificing absolute line of command in field operations. The misuse, waste and corruption from armies through out the world has to be tackled. If we see in Pakistan, army is most evil, over pampered and corrupt organisation and is almost a mafia and monolith that politicians in Pakistan find difficult to handle. Army has huge stakes in keeping situation in Pakistan and surrounding countries on fire. It being a big business of money, luxury and sleaze. Shame on Pakistani army!
