IMPLEMENTATION OF ONE
RANK ONE PENSION (OROP)
Hon’ble Raksha Mantri,
1. Further
to our letter dated 18 Sep 2015.
2. The
approved definition requires “uniform pensions are to be paid to all defence
personnel with the same rank and same years of service irrespective of the date
of retirement and any future enhancements in pension are to be passed
automatically to the past pensioners”.
3. Based
on the above, you had discussed with the stakeholders and decided that the
highest of the pension of the same rank and same total service amongst the
three Services it to be paid to other two Services. Air Force has an
edge accordingly, we have collected the PPOs of Air Force Personnel of various ranks
and total service retired between 01 Jan 2014 to 31 Mar 2014 (Less PPOs (PPOs
attached only hard copy). These can be used to work out the pensions of other
years of Service of the same rank and should then be paid to other two
Services.
4. This
is the simplest method to implement realistic OROP as approved by the two
parliaments and as per the Govt of India Min of def letter No. 12
(01)/2014-D(Pen/Pol) dated 26 Feb 2014 enclosed. The
details given by you on 05th Sep 2015 for the implementation of OROP which
has many serious shortcomings is strongly recommended to cancelled and all past
pensioners be brought up to 31 Mar 2015 based on the actual
PPOs issued to the defence personnel actually retired
during the period. This will ensure that no shortcomings are
introduced in the implementation of OROP.

6. Another
serious shortcoming mischievously introduced by the bureaucrats in the note
read out by you was on VRS, knowing fully will that no such scheme exists in
Def Forces. This kind of scheming has always been executed by the
bureaucrats in the past which had resulted in grave injustice to defence
personnel. Cases in point are; Rank Pay case, Pension to
be fixed based on 50% of the rank in the pay
band. Arrears with effect from 01.01.2006, disability pensioners
etc. You are aware that we have Premature retirement (PMR) for
which implementation of OROP needs to be mandatory. All
personnel are granted PMR on completion of minimum pensionable service for that
rank and earn pension. Anyone who has earned pension has equal right for OROP.
While in VRS Govt gives golden hand shake and gives 15 to 20 lac Rs to get rid
of unwanted fat, there is no such thing as golden shake for soldiers hence the
soldiers who have been granted PMR has legal claim on OROP. Any
dilution will cause grave injustice to the soldiers and in turn to
the profession of soldiering. You are
requested to clearly implement OROP for all PMR retirees.
7. May
we request you to grant us meeting at your earliest please to explain and
discuss on above suggestion.

IN 1973 PENSION WAS 70 % & OF BABUS 30 %, CLEAVER BABUS INCREASED THEIR PENSION TO 50 % & REDUCED FORCES PENSION FROM 70 % TO 50%, THUS THE NET BALANCE SHEET HAD NO IMPACT AS THEIR GAIN WAS AT LOSS OF FORCES PENSION,, THEY ARE SO SHAMELESS THAT THEY DID NOT FELT ANY GUILT IN EATING AWAY PENSION OF EVEN WARRIORS WIDOW ,, SO THUS ON EACH PAY COMMISSION THEY STARTED DEGRADING FORCES, IN CM KAIRON TIME THERE WAS ONLY ONE IGP FOR PUNJAB AND STATE OF HIMACHAL + PUNJAB +HARYANA + UT CHANDIGARH ,,,JUST THINK NOW HOW MANY DGP;S & IGPS ARE ROAMING AROUND IN THESE STATES & BABUS HAVE ALSO GROWN IN LEAPS & BOUNDS IN THESE STATES ,, THE ADMIN & LAW ORDER IS ALSO GONE DOWN,, BUT STRENGTH OF FORCES HAVE NOT INCREASED, IMAGINE HOW MUCH TAX PAYER BILL THESE BABUS & COPS HAVE TAKEN AWAY ALONG WITH FORCES PENSION.,,TO DAY ONLY DEPENDABLE & LOYAL FORCE AVAILABLE TO TAX PAYER & GOVT IS FORCES. THE MORAL OF SERVING IS GOING DOWN,, SO IN 7TH CPC MAKE FORCES PAY & PENSION OF BABUS BY 2.334 TIMES [ 70/30 ] & RESTORE ANTE SE SENIORITY OF 1973,, A FOOD FOR THOUGHT ... YOU HAVE SEEN BABUS IN & DECADES THEY LEARNED ADMIN FROM US BUT APPLIED IT ON NEGATIVE SIDE,, WHAT THEY COULD NOT DO IN 7 DECADES WE CAN DO IN 10 YEARS UNDER PREZ & PM OF INDIA,, REMOVE FORCES CONTROL FROM MoD. How foolish is to show the pension of Maj/Sqn Ldrs/Lt Cdrs as Rs 17820/-where a pre 2006 retiree Maj is already drawing a pension of Rs.18205/-per month.Such unpardonable mistakes are not accepted .Please be extra careful while drafting such letters to Government of India.
